			<content:encoded><![CDATA[<p>The Canadian TDG regulations are broken into 16 parts with an associated schedule that governs the overall regulatory environment. These divisions tend to be functional and they largely correspond to other regulatory frameworks. Using the Canadian TDG regulatory framework as a basis for comparison with each of the international comparators an index of interoperability will be developed. This index will identify the degree to which each part of the Canadian regulations corresponds to or has an equivalent in the other regulatory frameworks.</p>
<p>The two primary international comparators will be:</p>
<ul>
<li>Parts 171 to 180 of Title 49 of the “Code of Federal Regulations” of the United States, 2006; and</li>
<li>Recommendations on the Transport of Dangerous Goods”, Fourteenth Revised Edition, 2005.</li>
</ul>
<p>The interoperability analysis examines the regulations using these four interoperability concepts:</p>
<ul>
<li>No interoperability or harmonization (independent function)</li>
<li>Peer to Peer (ad hoc interoperability)</li>
<li>Process Interoperability (domain level interoperability)</li>
<li>Judicial/Legislative Interoperability (enterprise level interoperability – mutual recognition)</li>
</ul>
<p>The work is ongoing and evolving towards a detailed analysis not only on the degree of harmonization and interoperability but on the advisability of the interoperability or harmonization.</p>
